Compact Voice issues Freedom of Information Act requests to local authorities

image of person holding papersCompact Voice has today issued Freedom of Information (FOI) requests to every local authority in England. We have asked questions which focus on the extent of both engagement and funding of the local voluntary and community sector.
 
The responses will strengthen our understanding of the challenges and opportunities happening across the country, and increase Compact Voice’s ability to represent and campaign on behalf of our members and networks.
 
This will be the second year we have undertaken such a request, and while responding to Freedom of Information requests is a legal requirement, last year many local authorities did not respond. We are working to ensure more areas to respond this year, and requesting local Compact groups to work with their local authority and encourage them to respond.
 
A full list of the questions we have asked is below – we will be making the results public on our website in the coming months.

Freedom of Information Request 1 - Grants and contract spend in 2011-12

Grants issued to the voluntary and community sector in 2011-12

  1. The total amount in £ of expenditure issued to voluntary and community sector organisations through all local authority grants programmes for the year 2011-12
  2. The total number of grants issued to voluntary and community sector organisations during the year 2011-12
  3. Your total grant budget for the year 2011-12, including all local authority grant fund programmes

Contracts issued to the voluntary and community sector in 2011-12

  1. The total amount in £ of expenditure through direct contracts (defined as an agreement made directly with a voluntary sector organisation or group of organisations to deliver services on behalf of the council) to voluntary and community sector organisations for the year 2011-12
  2. The total amount in £ of expenditure through indirect contracts (defined as an agreement with a provider which is not a voluntary sector organisation, group or consortia but makes explicit reference to sub-contracting with the voluntary and community sector) involving the voluntary and community sector organisations during 2011-12
  3. The total number of direct contracts issued to voluntary and community sector organisations during the year 2011-12
  4. The total number of indirect contracts issued involving the voluntary and community sector organisations during 2011-12
  5. Your total contract budget for the year 2011-12, including all local authority contract programmes

  2. The number of consultations (including average length of consultation period) issued about changes to funding arrangements with the voluntary and community sector (through grants and contracts) from the financial year 2011-12 to 2012-13
  3. The number of changes to funding arrangements with the voluntary and community sector (through grants and contracts) from the financial years 2011-12 to 2012-13 issued with less than three months’ notice given directly to the affected organisation about the specific changes affecting them
  4. The number of changes to funding arrangements from the financial years 2011-12 to 2012-13 issued with three months or more notice given directly to the affected organisation about the specific changes affecting them
  5. The total number of changes to funding arrangements with the voluntary and community sector (through grants and contracts) from the financial years 2011-12 to 2012-13
  6. The number of impact assessments issued prior to policy or funding decisions being made and/or implemented
  7. Whether the local authority is currently signatory to a local Compact, and if so, which one.
